On the final day of exploring the ethics of spying, the 2021 McCain Conference focused on ethical permissions and prohibitions that apply to human intelligence collection (HUMINT) and to covert action.
About speakers
Sir David Omand joined us from the UK, where teaches intelligence ethics at King’s College London. Previously, his posts in British government service included: Security and Intelligence Coordinator in the Cabinet Office after 9/11; Permanent Secretary of the Home Office; Director of the Government Communications Headquarters (GCHQ); and Deputy Under-Secretary of State for Policy in MOD. He is the co-author of Principled Spying: The Ethics of Secret Intelligence, and his latest book is How Spies Think: 10 Lessons from Intelligence.
View the profileMitt Regan is McDevitt Professor of Jurisprudence, Director of the Center on the Legal Profession, and Co-Director on the Center on National Security and the Law at Georgetown University Law Center. His work focuses on international law, national security, international human rights, and legal and military ethics. Professor Regan is also Senior Fellow at the Stockdale Center for Ethical Leadership at the U.S. Naval Academy, and Adjunct Faculty Member at the Center for Military and Security Law at the Australian National University College of Law. He is a participant in two major interdisciplinary research projects: Global Terrorism and Collective Responsibility, funded by the European Research Council, and Split-Second Morality: Protecting Civilians in Asymmetric Conflicts, funded by the Georgetown University program on complex moral problems.
