About the talk
The emergence of stablecoins will continue to challenge the effectiveness of existing regulatory and supervisory approaches, while CBDCs will likely yield impacts to financial and monetary systems that go far beyond current imagination. This panel will discuss the challenges faced by central banks and regulators – as well as the banking, payments and securities sectors – and the regulatory remedies being considered across jurisdictions to mitigate potential unintended consequences that could result from wide adoption of CBDCs and stablecoins.
About speakers
Douglas Arner is the Kerry Holdings Professor in Law at the University of Hong Kong and an expert on financial regulation, particularly the intersection between law, finance and technology. He is Faculty Director of HKU’s LLM in Compliance and Regulation and LLM in Corporate and Financial Law, a member of the Hong Kong Financial Services Development Council and a Senior Visiting Fellow of Melbourne Law School, University of Melbourne. Douglas served as Head of the HKU Department of Law from 2011 to 2014 and as Co-Director of the Duke University-HKU Asia-America Institute in Transnational Law from 2005 to 2016. From 2006 to 2011 he was the Director of HKU’s Asian Institute of International Financial Law, which he co-founded in 1999.

Prior joigning ConsenSys, Charles was the Head of FinTech with Hong Kong government (InvestHK). Charles has 15 years of experience, having set up his company and holding a number of entrepreneurial and management roles. Charles held SFC licenses 1 and 4, studied in France at Rennes International Business school and Sun Yat Sen University in Guangzhou, China. He is certified on BlockChain business strategy from Be9 London (cohort #1 & honors), received the CPT Star bronze 2016 award from HKSI, and Certified Bitcoin Professional.
